Why is the rent $500 more for new tenants in the same building?

I can't believe how much rent has increased for new apartments in Toronto! I'm shocked to see prices 30-50% higher than what I currently pay. It feels so unfair that tenants in the same building face such different prices. How can they justify this turnover rent spike? It really makes no sense!
