Upstairs neighbor sounds like they're bowling at 3am - help!

For weeks now, my upstairs neighbor has been stomping around at all hours, and it sounds like they're bowling at 3am! I've tried earplugs, but it's still unbearable. What's the move here? Am I being unreasonable if I complain, or should I approach them directly first?
