Are These Deposit Charges Even Legal?

I've been hearing about landlords demanding pet deposits and damage deposits on top of first and last month's rent. Can they really charge for things like key deposits or other fees? It feels pretty sketchy. What do the regulations say about these extra costs? Are they allowed?
