Upstairs noise at 3am - How to approach my neighbor?

My upstairs neighbor sounds like they're bowling at 3am nearly every night, and it's driving me crazy. I've tried using earplugs, but it's not working. How do I approach them about this without causing tension? Any advice on how to handle late-night noise situations in a respectful manner?
