Dealing with Noisy Neighbors: A Daily Struggle

I never thought I'd have to deal with this much racket in my apartment! From loud music to conversations through thin walls, it's become unbearable. Not to mention the construction next door that starts at 7 AM every day. Has anyone found effective soundproofing solutions in Toronto?
