Frustrated with my landlord in East York - any advice?

I’m living in East York and have had non-stop issues with my landlord. The heating hasn’t worked properly for weeks, and every time I bring it up, I get excuses. Rent is $1650 for a small 1-bedroom, but I feel like I’m not getting what I pay for. Is this normal or should I escalate? Need support!
