Concern about Illegal Rent Increase and Tenant Rights

I'm really worried about a recent rent increase I've been hit with. It feels unfair given the current market, and I want to know if it falls within the legal guidelines set by the rent control board. Are above-guideline increases common? How can I fight back if it seems unjust?
