Upstairs neighbor's noise is unbearable at night - help!

My upstairs neighbor sounds like they're bowling at 3am every night. I've tried using earplugs, but it's still disruptive. I'm considering talking to them directly, but I'm worried it might escalate things. How do you deal with noisy neighbors? Anyone else facing this issue?
