Shocked by Winter Heating Bills - Any Tips?

I'm new to Toronto and this winter has been brutal! My heating bills exploded, and I find the apartment so freezing even with the heat on. I've noticed drafts everywhere, especially around the windows. How can I reduce these costs and stay warm? Are there good ways to seal drafts?
