Frustrated with Noisy Neighbors – What Are My Rights?

I'm at my wit's end with noisy neighbors in my Toronto apartment. I've filed noise complaints, but my landlord won't help. What are my tenant rights regarding noise and quiet hours? How can I enforce these rules when my landlord ignores them? I can’t sleep with all this racket!
