Are these deposit demands even legal? So frustrated!

Why is my landlord asking for a pet deposit on top of a damage deposit? I've heard there are rules about what they can charge. Also, are key deposits even a thing? This feels so unfair and it makes me doubt if these fees are actually legal. Can anyone shed light on this?
