Upstairs neighbor's late-night noise is unbearable - advice needed

My upstairs neighbor sounds like they're bowling at 3am every night, and it’s driving me crazy. I've tried using earplugs but it’s not helping much. How do you deal with noisy neighbors? Is it worth talking to them directly or should I go to the landlord? What's the move here?
