Upstairs neighbor's noise is driving me crazy - need advice

My upstairs neighbor has this habit of stomping around and it sounds like they're rearranging furniture at 2am! I've tried talking to them but it hasn't helped. Anyone else dealing with noisy neighbors? What’s the best way to handle this without escalating the situation?
