Confused About First and Last Month Rent Deposits in Ontario

I'm an international student in Toronto and totally baffled by the deposit rules here. Are landlords allowed to ask for a first and last month’s rent deposit? Is a damage deposit even legal? What limits exist on deposits, and how do I get my last month back? Can someone explain?
