Confused about deposit limits for my new rental

I'm looking at a 1-bedroom in Leslieville for $2,100, but the landlord wants first and last month's rent plus a $500 key deposit? Is that legal? I thought the maximum was first and last only. Any advice on how to handle this situation would be appreciated!
