How to report a terrible landlord in Toronto and seek justice!

I'm fed up with my landlord's behavior and want to know how to report them. Where can I file a complaint about bad landlords? Are RentSafeTO or 311 effective? What about the LTB tenant applications? I need the tenant hotline details to get them in trouble and make a change!
