Upstairs neighbor's late-night noise is unbearable - any advice?

My upstairs neighbor has been making loud noises at odd hours, and it sounds like they're bowling at 3am! I've tried talking to them, but nothing changes. Is it unreasonable for me to complain more formally to management? What are my options here?
