Concerned about heating rights in my freezing Toronto apartment

I'm new to Toronto and it's my first winter here. I'm really worried about my freezing apartment. What are the minimum temperature requirements landlords must meet, and what are my rights if I don't have heat? How can I address heating costs during these cold months? Any help would be appreciated!
