Why is finding a decent place to rent in Toronto so impossible?

Just moved to Toronto and the rental market is insane. Prices skyrocket overnight, and landlords rarely address repair requests. Why's it so hard to find a place that isn't falling apart? Help with deposit rules and leases would be a lifesaver right now!
