Is it easy to get to downtown from 145 Neptune Dr during rush hour

I'm considering moving to 145 Neptune Dr and I really need to know about commuting downtown. How reliable is the TTC during peak hours, and are there good bike lanes around? I'd love to hear about the options for getting to places like Union Station or hospitals nearby.
