Why is renting in Toronto such a nightmare right now?

Seriously, the rental market has gone off the rails. Prices keep climbing, and good luck finding a decent place without mold or unreliable landlords. Just last week, my water heater broke, and it took the landlord forever to respond. How do we keep getting treated like this?
