Chilly Apartments and Sky-High Heating Bills: What to Do?

I'm absolutely shocked by how much my hydro bill has exploded this winter! My apartment is freezing, with drafty windows that let the cold in. It's so expensive to heat, and I can't stand this chill. Is there a legal requirement for subletting in winter to help manage costs?
