Toronto movers extra charges for moving a 2 bedroom apartment

I got a quote for $800 to move my 2-bedroom from Brampton to downtown Toronto. On move day, the crew added a $200 charge for stairs and packing materials! Has anyone else experienced surprise costs with movers? Should I have just rented a truck for my move instead?
