Why do moving companies in toronto charge 400 more than others

I just got quotes from three different movers for my 1-bedroom in Scarborough, and they vary by $400! One said their rates are 'standard', while the others charged extra for packing materials that I didn’t expect. Anyone else experienced this? Is this normal for moving in Toronto?
