Why do some toronto movers add unexpected fuel surcharges on move day

I booked a crew for my move from a Parkdale 2-bedroom, and they added a fuel surcharge on the day without warning. It jumped my total cost to over $1,000! Is it normal for moving companies in Toronto to do this? What are my rights as a renter regarding extra charges?
