Toronto movers quoted low but charged extra for stairs surprise

I just moved from a basement in the Annex to a second-floor walk-up in Roncesvalles, and the movers quoted me $500 flat. When they arrived, they suddenly added $200 for the stairs! Has anyone else been hit with these ridiculous extra charges after the fact? It’s infuriating!
