Strange lease clauses - what's with these requirements?

I came across a lease that insisted I pay a deposit equal to two months' rent if I'm staying less than six months. Is that normal? Also, why do some landlords want a reference from a previous landlord even if it’s just a short stay? Seems excessive to me!
