Why did my toronto movers hit me with surprise charges on moving day?

I just moved from a 1960s walk-up in Scarborough and my movers hit me with an extra $200 fuel surcharge on moving day! I thought I was locked into a rate, but apparently that didn't cover everything. Anyone else dealt with these sudden fees? I'm stressed and frustrated!
