All-inclusive versus separate utilities - what's the real cost?

I'm exploring rentals in Toronto and trying to figure out the best value. If I find an all-inclusive place, how do I compare that to rentals with separate utilities? Also, do all-inclusive options usually mean unlimited internet, or can there be usage caps? Thanks for any insights!
