1BR under $1500 search - Challenges and Options

I'm on the hunt for a 1 bedroom apartment in Toronto for under $1,500, but it feels impossible! I've come across some strange lease clauses like not allowing pets or requiring first and last months upfront. Are these normal? Where are the areas with cheaper 1 bedroom options? Any tips appreciated!
