Fed Up with My Landlord's Neglect - Repairs Not Happening!

I've been living in my apartment for months with a leaky faucet and a broken heater, and despite countless requests to my landlord, nothing has been done! It's freezing in here, and the constant dripping is driving me crazy. I'm at my wit's end and just want a safe, livable space to call home.
