Strange Lease Clauses - Are They Normal?

I’ve found a rental listing with a clause that says I need to pay an annual 'cleaning fee' in addition to rent! Is this common? I’m really skeptical, especially since it’s not mentioned anywhere else. What are the typical landlord rules in Toronto regarding these extra charges?
