Frustrated with Condo Rental Restrictions in Toronto!

Why are condo boards putting so many rental restrictions on tenants? I've seen bylaws limiting the number of guests, imposing amenity access, and even discriminating against potential renters! It feels like they're making it impossible for anyone to live here. Anyone else dealing with this?
