Why do movers in toronto add extra fees at the last minute

I was quoted $600 for my move from my walkup in Little Italy, but on the day, they tacked on an extra $200 fuel surcharge! I’m already stressed moving in with my partner for the first time, now I’m dealing with these surprise charges. Do all Toronto movers do this?
