Winter heating costs in older Toronto buildings - what should I expect?

Moving into an older apartment building near Queen and Ossington next month. The landlord says heat is included but I've heard horror stories about older buildings having poor insulation and sky-high utility bills. What kind of heating costs should I budget for if I have to pay separately? Also, are there any questions I should ask about the heating system before signing? This will be my first winter in Toronto so I have no idea what to expect temperature-wise.
