Living with Endless Noise: Need Advice

I'm really fed up with the noise from my neighbors. The walls are so thin that I can hear everything – from their late-night parties to early morning alarms. On top of that, there's constant construction outside that never seems to end. Is soundproofing worth it, or will it just be a waste of money?
