Frustrated by constant bidding wars for rentals!

Lost out again today on a place I thought was the one! Someone offered $300 over asking. How are people making these crazy offers? I feel like I'm in a bidding war that I didn't sign up for. Is this normal now, or am I just in the wrong market? Any advice?
