Another rent hike? Seriously?!

Just got hit with a $400 increase from my landlord! How can they justify this when the place is falling apart? Leaky faucets, no heat in the winter... yet they want top dollar? This city is a joke! Rent control? What a myth. Someone please explain if my building is even protected!
