Shocked by Winter Heating Costs and Cold Apartment! Help!

Has anyone else noticed their hydro bills exploding this winter? My apartment is freezing — there’s a draft everywhere! I thought we had proper heating, but it feels more like an icebox. What can I do about these outrageous costs and this bitter cold? Is this normal?
