Just lost another place - someone offered way over asking!

I lost out on another apartment today. Someone offered $300 over asking rent! How does this even happen? I feel like I'm in a bidding war where the rules keep changing, and I'm down to the last minute. Is this the norm now in Toronto? Anyone else facing this madness?
