Toronto Move: Unpredictable Hydro and Building Maintenance Issues

Recently moved to Toronto and noticed my hydro bills are surprisingly high. Plus, my heating isn't effective, causing discomfort. To top it off, AC broke down last week, and maintenance is slow to respond. Is this typical in Toronto or specific to certain areas?
