What to do if landlord won't fix heating before winter?

As winter approaches, I'm worried about my heating not working. My landlord has been slow to respond to repair requests. What are my rights in this situation? Can I report them somewhere for neglecting repairs? I need to ensure my apartment is safe and livable.
