Need advice on basement apartments in Toronto's West End

I'm considering renting a basement apartment in Roncesvalles, but I'm worried about its legality and safety issues. The apartment has small windows, and I'm concerned about moisture problems heading into winter. How can I tell if a basement unit is up to code? Any tips would be appreciated!
