Are these deposit demands from landlords even legal?

I'm seeing so many landlords in Toronto requesting various deposits like pet fees, key deposits, and even damage deposits that seem excessive. Are they allowed to charge these on top of the rent? It's hard to believe all these extra fees are actually legal. What’s the consensus?
