Are all these extras legal? Asking about deposits and fees

I keep hearing about illegal deposits and fees—like pet deposits or key deposits—landlords asking for all sorts of things that seem sketchy. Are these charges actually legal? Shouldn't there be clear guidelines on what can be charged? I'm curious about what rights we really have here.
