Who handles pest control and rodent issues in Toronto rentals?

With the changing season, I'm worried about potential pest issues as it gets colder. If I find mice or bedbugs in my apartment, who is responsible for pest control? Are landlords required to cover extermination costs, or do tenants need to handle it themselves?
