Who handles repairs if the heat isn't working this winter?

With winter approaching in Toronto, I'm concerned about heating issues. What are the landlord responsibilities if the heat goes out? How quickly are they required to fix it? As a tenant, what rights do I have if they're not responding to repair requests?
