Living in a Basement with Noisy Neighbors - Help!

I've been dealing with some pretty loud neighbors in my basement apartment. Between thin walls, street noise, and the occasional construction, it's hard to relax. I'm starting to wonder about soundproofing options and whether my rights are being respected as a tenant. Any suggestions?
