Reality check - Rent increase of 15% this year, is this normal?

My landlord just informed me that my rent is going up 15% this year. I've only been here a year and didn't expect such a huge jump. Is this allowed? Should I be worried, or is this a standard practice in my area? Red flag or am I overreacting?
