Upstairs neighbor's late-night noise is unbearable! Help!

My upstairs neighbor seems to have a nightly bowling tournament at 3am, and it's driving me crazy. I've tried using earplugs, but nothing seems to work. How do you deal with a noisy neighbor that's disturbing your sleep? Any tips on how to approach them or talk to management?
